Thanks for the great capsule look at laws that affect boaters. A boatyard has been towing boats to City-administered moorings in our local harbor. Apparently, the derelict boat owners’ haven’t paid their boatyard bills, so the yard sneaks ‘em out in the middle of the night. Some of them have stayed moored in deteriorating conditions for months, and some dinghies became sea lion lounges. What can a member of the boating public do to get this practice stopped?
