Business Brief: Port of Long Beach Names Chief Harbor Engineer

The Port of Long Beach has promoted Monique Lebrun, Director of Program Management, to Senior Director of the Engineering Services Bureau and Chief Harbor Engineer. In her new role, Lebrun will oversee the Port’s $3.2 billion, 10-year capital improvement program, guiding infrastructure development, modernization, and sustainability initiatives. She will lead a staff of about 300 across six divisions, including Construction Management, Engineering Design, Maintenance, Program Management, Project Controls, and Survey.
The Engineering Services Bureau is responsible for major projects such as the $1.8 billion Pier B On-Dock Rail Support Facility, a cornerstone of the Port’s strategy to improve cargo efficiency and reduce emissions by moving more containers directly from ships to trains.
Lebrun joined the Port in 2008, working in Engineering Design and later Program Management, where she led delivery of the Middle Harbor Container Terminal. She advanced to senior leadership roles before her latest promotion. A licensed civil engineer, she is also a board-certified port engineer and Envision Sustainability Professional. Lebrun holds dual bachelor’s degrees in civil and architectural engineering from the University of Miami and a master’s in civil engineering from UC Berkeley.
