  1. ALLOWING FOR MARINAS TO “OPT IN” OR STAY OUT WOULD BE APPROPRIATE. TO MANDATE “INTO THE PROGRAM” AND THEN DICTATE “RENT CONTROL” IS UN-AMERICAN \ SOCIALISM. COME ON NOW, THIS IS WRONG. WAKE UP PLEASE. GIVE MARINAS CHOICE EITHER WAY IS BEST SOLUTION ON THIS. RIGHT NOW THERE IS A LIVEABORD CAP IN MOST HARBORS. SIMPLY ALLOWING ALL MARINAS RIGHT TO ALLOW UP TO 25% IS GOOD MOVE SO LONG AS THEY HAVE FACILITIES TO ACCOMONDATE THIS TYPE OF TENANCY. BATHROOMS, PARKING, LIGHTING,GOOD DOCKS, SHOPPING, ETC. THE MARINA AND BOATING INDUSTRY IS ALREADY SUFFERING FROM RECENT LEGISLATION OF UNWARRANTED AND EXCESSIVE DIESEL FUEL TAXATION. ALLOW MARINA INDUSTRY TO “CONTRIBUTE” TO THE OVERALL SOLUTION BUT NOT “SHOULDER” THE BULK OF THIS PROBLEM.
