SUP businesses need to be regulated

It is hard enough to enforce the limits now. Opening a window of opportunity for idiots to go beyond their legal limit would be a disaster! A couple of things that would be easily implemented here: Re-establishing a fresh/saltwater distinction would go a long way toward more guys buying licenses. I have not fished in fresh water for over 40 years so it seems unfair to have to buy a combined license.
