Hubbs-SeaWorld Research Institute Releases Three-Millionth White Seabass Into Southern California Waters

Milestone release highlights decades of hatchery work, volunteer involvement, and fisheries replenishment efforts along the coast.

A major milestone in Southern California fisheries replenishment efforts was reached earlier this spring when the Hubbs-SeaWorld Research Institute (HSWRI) released its three-millionth hatchery-reared white seabass into the wild at Agua Hedionda Lagoon in Carlsbad, CA.

The milestone fish was released in early April during a special event recognizing the long-running partnership between HSWRI, volunteer organizations, and the recreational fishing community that has supported white seabass enhancement efforts for decades.

Representatives from the Coastal Conservation Association of California (CCA CAL) were given the honor of releasing the symbolic fish. Participating in the release were CCA CAL Regional Director Tonie Bangos, along with AFTCO and CCA CAL Chairman Bill Shedd, Executive Director Chris Arechaederra, and Regional Director Erik Landesfeind.

The event underscored the important role anglers, volunteers, and nonprofit organizations continue to play in one of California’s most recognized marine stock enhancement programs.

White seabass, one of Southern California’s most sought-after game fish, experienced significant population declines decades ago due to overfishing and environmental pressures. In response, HSWRI launched experimental enhancement efforts in the 1980s aimed at rebuilding and supporting wild populations through hatchery releases and scientific monitoring.

The program’s first experimental release occurred in October 1986, when more than 2,000 juvenile white seabass were released into Mission Bay. Since then, the program has evolved into one of the most extensive marine fish hatchery operations on the West Coast.

A major turning point came in 1995 with the opening of the Leon Raymond Hubbard Jr. Marine Fish Hatchery in Carlsbad. The facility was designed specifically to support large-scale white seabass production and today is capable of producing more than 350,000 juvenile fish annually.

The hatchery process itself is only part of the program’s broader strategy.

Once juvenile fish reach approximately three to four months of age, many are transferred into offshore grow-out pens located throughout Southern California. These floating net pen facilities help acclimate the fish to more natural marine conditions before release.

Today, 13 grow-out pen facilities operate along the Southern California coastline, stretching from Santa Barbara to San Diego, including two facilities located on Santa Catalina Island.

What makes the system especially unique is the level of volunteer involvement behind it.

The grow-out pens are largely designed, maintained, and operated by volunteers associated with angler organizations and nonprofit groups, including members of CCA CAL. Volunteers assist with daily feeding, pen maintenance, fish monitoring, and operational logistics throughout the rearing process.

Before release, each group of fish must also be cleared by California Department of Fish and Wildlife fish pathologists to ensure they’re healthy and suitable for introduction into the marine environment.

The released fish are not simply set free without scientific tracking.

Each juvenile white seabass is implanted with a tiny stainless-steel coded wire tag placed internally in the cheek tissue. The tags are invisible externally and can only be detected using specialized equipment. These tags allow researchers to gather long-term data on fish survival, movement patterns, growth rates, age, feeding behavior, and overall hatchery success.

In recent years, researchers have expanded those efforts using advanced genetic studies and isotope analysis involving fish otoliths, or ear bones, to better understand the contribution hatchery fish make to the broader population.

The information collected through the tagging and monitoring process has become a critical tool in evaluating how enhancement programs interact with naturally occurring fish stocks and long-term fishery management goals.

Beyond white seabass, CCA CAL is also working alongside HSWRI, the California Department of Fish and Wildlife, the Dick Laub Fisheries Replenishment Program, scientists, and recreational anglers to explore the possibility of future enhancement programs involving additional marine species.

The organization is currently conducting outreach and surveys among coastal recreational anglers to identify which species are considered most important to the fishing community and where future replenishment efforts could potentially focus.

CCA CAL members are also participating in citizen science efforts, helping researchers collect DNA samples from locally landed white seabass to support ongoing population studies.

For many anglers throughout Southern California, the three-millionth fish release represents more than just a number.

It reflects nearly four decades of collaboration between scientists, hatchery staff, volunteers, conservation organizations, and the recreational fishing community working toward a shared goal of supporting healthy fisheries and sustainable marine resources.

The milestone also serves as a reminder of how much behind-the-scenes effort goes into maintaining fisheries that many boaters and anglers often experience only from the deck of a boat or the end of a fishing line.

As white seabass continue to remain one of the region’s iconic game fish, programs like this remain an important part of the ongoing conversation surrounding marine conservation, fisheries science, and responsible resource management along the California coast.
