Shelter Island Boat Launch Ramp Fully Reopens After Extensive Repairs

Boaters can officially return to full use of the Shelter Island Boat Launch Ramp, as the Port of San Diego has completed critical repairs and reopened the west side floating dock.

The project, launched in January 2025, was a direct response to significant storm-related damage suffered in 2023. Strong winter storms caused an unexpected accumulation of sand beneath the dock, which led to structural instability and the need to close the west side for public safety. Throughout the closure, the east side of the ramp remained open and operational.

To restore the facility, crews pumped approximately 200 cubic yards of sand from beneath the damaged dock, transferring it to the adjacent beach. Additional measures included reinforcing the seawall with neoprene sleeves and stainless-steel wedge anchors to prevent future sand migration, as well as removing the compromised dock and installing a brand-new, custom-designed floating dock built to withstand Shelter Island’s high marine traffic and environmental conditions.

The repairs were a complex undertaking requiring extensive permitting from the U.S. Army Corps of Engineers and compliance with the California Environmental Quality Act (CEQA). Special care was taken to avoid disturbing the eelgrass habitat within the launch basin, a condition tied to the USACE permits.

The total project cost, including engineering design and contingencies, came to nearly $717,000. The Board of Port Commissioners awarded the construction contract to Harbour Constructors Co., while Bellingham Marine fabricated the custom floating dock.

The Port of San Diego extended its thanks to the boating community for its patience and support throughout the repair timeline. With the west side now fully operational, boaters can once again enjoy one of Southern California’s busiest and most popular public launch ramps.
