The marina shown in the illustration is at the Newport Dunes.
The one for which changes were approved by the Coastal Commission in July is along Coast Highway near Dover Drive, and can be seen here:

Mr. Moser is correct regarding the photos in this story. It also should be noted that this Marina was originally built in the late 1800’s, the docks, being replaced, might have been built in 1970’s.
