A fascinating contrast. There were recent news stories about several (four, I think) young men or boys who stood on shore mocking a man, in the water, who was, as it turned out, in the process of drowning, which the group understood to be the case. He did drown. Although it was not in California, the reports I saw suggested, as above that the group had no legal obligation to assist. Yet, it seems if they had been on a boat, it seems they might have had a criminal liability.
